How is the planning framework performing?
The Queensland Government is committed to a transparent planning framework and improving its customer service experiences.
We provide annual progress reports and survey results on planning's key functions.
State Assessment and Referral Agency monitoring
The State Assessment and Referral Agency (SARA) publishes annual key performance indicators (KPIs) to drive and maintain a high level of performance, professionalism and efficiency when carrying out its development assessment functions.
SARA’s KPIs for 2022–23 are available. They also apply to the 2023–24 and 2024–25 financial years.

- Customer satisfaction: to enable SARA to better understand its performance through our customers’ expectations and experiences
- Assessment timeframes: to ensure SARA's role in the statutory process under the Planning Act 2016 and the Development Assessment Rules is undertaken efficiently (i.e. no unnecessary delays)
- Information requests to improve SARA's conduct around how and when an information request is issued
- Appeals: to reduce the need for an applicant to appeal a decision by improving SARA's processes and interactions throughout the development assessment process.
They are designed to:
- drive cultural and organisational change in the interests of a successful and efficient development assessment system
- provide high-level transparency and ensure SARA is accountable to its customers
- inform ongoing and continual improvement of SARA processes and performance.
