Minister's directions and notices

Under the Planning Act, the Planning Minister can direct a local government to take action to protect, or give effect to, a State interest.

The direction could be about a local planning instrument, including taking action to amend its local planning scheme or about current or future development applications for a particular development or area.

The Planning Minister may give the local government a notice with the action to be taken and the reasons for the action. The notice allows the local government to make a submission to the Planning Minister in response.

In limited instances, the Planning Minister may also direct a local government to amend its planning scheme, without first giving notice to the local government. Find out more about Ministerial directions following adequate consultation.

Redland City Council

On 24 June 2021, the Planning Minister gave notice to the council of his intention to direct the council to complete a Housing Supply and Diversity Strategy to focus on the current and future needs and emerging trends for housing choice, diversity and affordability in the Redlands.

On 15 September 2022, the Planning Minister made a Ministerial Direction to undertake the Housing Supply and Diversity Strategy on the council’s behalf and consider any appropriate amendments to the Redland City Plan 2018 to facilitate housing choice and diversity as identified by the strategy.

Brisbane City Council

On 22 January 2021, the Planning Minister directed the council to give him copies of future development applications  relating to non-industry activities in an industry zone, in the Australia TradeCoast Regional Economic Cluster as identified in the South East Queensland Regional Plan.

The direction will give the Planning Minister an understanding of the overall scale and impact that development applications of this type may have on the continued operational outcomes sought to be achieved by the relevant planning instruments for industrial zoned land within the Australia TradeCoast Regional Economic Cluster.

Redland City Council

On 14 September 2020, the Planning Minister gave notice to the council of his intention to direct the council to amend the Redland City Plan 2018 to ensure the Queensland Yoolooburrabee Aboriginal Corporation (QYAC) aspirations for the Quandamooka Land Aspirations Area are facilitated for the long term.

On 27 July 2021, the Planning Minister made the Ministerial direction.

Redland City Council

On 23 June 2020, the Planning Minister gave notice to the council of his intention to direct the council to complete the investigation of the Southern Thornlands Potential Future Growth Area and identify whether the council considers any amendments should be made to the Redland City Plan 2018 as a result of the investigation.

On 23 July 2020, the Planning Minister made the Ministerial Direction.

Mareeba Shire Council

On 14 June 2020, the Planning Minister gave notice to the council of his intention to direct the council to amend the Mareeba Shire Council Planning Scheme 2016 to protect the Nullinga Dam site.

On 6 July 2020, the Planning Minister made the Ministerial Direction.

Gold Coast City Council

On 10 January 2020, the Planning Minister gave notice to the council of his intention to direct the council to amend the Gold Coast City Plan 2016 to reflect The Spit Master Plan outcomes across the key development lots.

On 30 January 2020, the Planning Minister made the Ministerial Direction.

Ipswich City Council

On 21 November 2019, the Planning Minister gave notice to the council of his intention to direct the council to amend the Ipswich Planning Scheme 2006 to provide clarity and certainty in respect of the ongoing operation of the Springfield Structure Plan.

On 25 May 2020, the Planning Minister decided not to issue a Ministerial Direction.
