Local Planning
There are a range of tools under the Planning Act 2016 to support different aspects of the plan-making system.
Local government prepares the local planning instruments that guide growth and development in their local government area. The state government is the approving authority for some of these instruments and local government for others.
These instruments include:
- local planning schemes and policies
- local government infrastructure plans
- temporary local planning instruments.

The Planning Minister can also take action or direct action to be taken to protect a state interest. This includes a Ministerial direction, where a local government is directed to take action, and a temporary local planning instrument.
